　　秦穆公在公元前667年前后，因这有卤水而设置军政合一的管理机构—盐川寨。这里的盐成为秦人征战天下的支柱产业之一。中国盐业史记载，原渭州陇西漳县盐川镇有盐井，创办于秦代，距今已经有2000多年了
